Former Secretary to the Delta State Government and the Okiroro of Isoko Nation, Comrade (Chief) Ovuozourie Samuel Macaulay, has congratulated former Governor of Delta State, His Excellency, Chief James Onanefe Ibori, on the occasion of his 68th birthday, describing him as an exceptional leader, mentor, and statesman whose contributions to the development of Delta State remain enduring.
