Two Years of Impact: Hon. Bernard Odior Transforming Isoko North with Bold Legislative, Constituency Achievements ~ Truth Reporters

In just two years as Member representing Isoko North Constituency in the Delta State House of Assembly, Hon. Odior Bernard has carved a reputation as a lawmaker of action, blending legislative excellence with tangible constituency empowerment and infrastructural development.

Since his inauguration in June 2023, Bernard, who also serves as Majority Whip of the House, has not only played a key role in lawmaking but has also brought unprecedented dividends of democracy to the 13 wards that make up Isoko North. As Chairman of the House Committee on Arts, Culture and Tourism, he spearheaded the passage of the landmark *Delta State Film and Video Censors Board Law 2024*, personally defending the bill clause by clause before the House. The law, already assented to by Governor Sheriff Oborevwori, is expected to strengthen regulation of creative content in the state.

He also co-sponsored several important bills, including the *Delta State Hospital Management Board (Amendment) Bill*, the *Complementary and Alternative Medicine Regulation Bill*, the *Child Rights (Amendment) Bill*, and the *Delta State Food Security Agency Bill*. In addition, he is an active member of committees covering Health, Public Accounts, Housing, Women Affairs, and Legislative Compliance, where he has been described as a diligent and effective contributor.

On the constituency front, Bernard has turned his mandate into a lifeline for hundreds of Isoko North residents. He facilitated jobs for eight graduates in teaching, nursing, and university roles across Delta State, secured admission for 42 students across the four state-owned universities, and created further opportunities in polytechnics and colleges. Beyond access, he has supported over 600 students with scholarships and financial assistance, including 185 who received ₦100,000 each, 242 who received ₦50,000, and 207 who received ₦30,000. Fifty young people have also been trained in trades such as welding, tailoring, catering, hairdressing, and event management, giving them tools for self-reliance.

In the area of welfare, Bernard has spent more than ₦25 million on medical assistance, settled debts for over 30 constituents, and provided various forms of financial aid ranging from rent and feeding to travel support. His constituency projects include the renovation of classroom blocks and offices at Aradhe and Uruogbe Primary Schools, construction of toilets, boreholes, and water tanks in Aradhe, construction and tarring of Ososo Road in Ozoro, and the building of a civic centre in Etevie Community, Ozoro. He also facilitated funding for the Emevor/Orogun Road and Ellu/Ofagbe Road projects, both of which are ongoing, with contractors assuring him that completion is expected between November and December 2025.

Bernard played a prominent role in the legislative process that established the College of Health Technology, Ovrode, and in the transformation of Delta State University of Science and Technology, Ozoro, into Southern Delta University, empowering the institution to expand its academic offerings and accredit more courses.

Expressing gratitude to God, his constituents, Governor Oborevwori, Speaker Emomotimi Guwor, colleagues in the House, and Isoko leaders in DESOPADEC, Bernard credited their support for his successes so far. Looking ahead, he pledged to sustain the momentum, ensuring that every ward in Isoko North records one or more viable projects before the end of his four-year tenure.
